F-1: The nature and force of Atomic Energy Commission policies concerning the use of human subjects in AEC-sponsored experiments during the period 1947-1956. F-2: Whether Department of Defense policies applied in instances where research met both governmental and traditional medical research purposes (the issue of multiple purposes). F-3: Whether standards found at the AEC and/or DOD should be deemed to have applied to other government agencies (the "one government" question). F-4: In the absence of any known policies at the Veteran Administration, what can be inferred about their standards from other contomporary documents? The new supporting documents referred to in these memoranda are attached. They, along with their cover sheets, are to be inserted into the Ethics Documentation Binders that were given to you in December. If you plan to refer to any of these documents during the discussion at the upcoming meeting, you may wish to bring them with you to the meeting.
