I have had our legal people look into the question in so far as possible and at the present moment there seems to be no real answer except requesting special legislation for cases as they arise. I am presenting to the Research Council of the Department of the Army the general problem of compensation for volunteers when they are not on military status to see if we can have some uniform handling of this problem and, in collaboration with the Department of the Navy and Air Force, request for some legislation that will be adequate and fair to the individuals involved. As you know, this will take some time, and it is probable that if correction action is obtained, at least a year will be involved.
