MEMORANDUM TO: Members of the Advisory Committee on Human Radiation Experiments FROM: Dan, Anna, and Jeff DATE: March 1, 1995 RE: Enclosures (Tab F of Briefing Book Volume XII) On February 23, 1995, the UCSF Ad Hoc Fact Finding Committee on World War II Radiation Experiments released its Interim Report. The Chancellor of UCSF charged the committee with two tasks: (1) examine the scientific nature of the experiments that were conducted [at UCSF], and (2) examine the ethical nature of these experiment." 1{Report of the UCSF Ad Hoc Fact Finding Committee on World War II Radiation Experiments (February 1995), p. 2.} Enclosed please find materials related to the report. Included are: F-1: "Report of the UCSF Ad Hoc Fact Finding Committee on World War II Human Radiation Experiments." F-2: One appendix (Number 33) of the report comprised of personal statements by three UCSF committee members. F-3: Three articles from the San Francisco press on the UCSF committee's findings. F-4: The "48 year-old memo" referenced in one of the press reports, which was included at Tab I in the December briefing book, (Memo from T. S. Chapman, Chief Operations Branch. Research Division to the Area Engineer, Berkeley Area, subject: "Human Experiments. "dated December 30, 1946). In addition to including this memo in the Briefing Book immediately after its discovery, we attempted to bring it to the attention of the UCSF review team. We understand that it had been brought to their attention, although its significance may not have been fully appreciated. To provide you with a bit more reading time, we are sending you this material (Tab F) in advance of the rest of Briefing Book Volume XII for the March meeting, at which UCSF report and its findings will be on the agenda.
