Wev, Joint Intelligence Objective Agency, 17 March 1948 17 March 1948 Mr. Hamilton Robinson Director, Office of Controls State Department Washington, D.C. My dear Mr. Robinson: About a year has passed since the Joint Intelligence Objectives Agency received your letter of 9 April 1947 setting forth certain information which the Department of State desired concerning German specialists for which immigration visas were sought. This information was considered by the Department of State to be essential if a decision was to be reached which would not jeopardize the security ILLEGIBLE of the United States. As you know, the jeopardy, which was considered to be threatening our security in the cases of these scientists, was Nazism. Therefore, the reason for obtaining this information was to uncertain the extent to when the individuals concerned were affiliated with the Nazi party and the degree to which they may be or may have been contaminated with ILLEGIBLE ILLEGIBLE. It was, of course, and still remains an accepted and obvious fact that any person who would not be acceptable to our American way of life. The military services have made every effort to obtain as completely and as expeditiously as possible the information required by the Department of State. They have scrupalously endeavored to comply with the spirit as well as the letter of your request in obtaining the necessary information. This has never proven to be an extremely tedious and laborious task which has been very time consuming. It has become apparent that, if it continues to be necessary to obtain the desired information, the immigration of German scientists will be held to a snail's pace. You are aware, no doubt, of the fact that although this program has been in effect for two years, not one scientist has been immigrated into the United States. ILLEGIBLE the most delaying investigation required concerns the report of local investigation in Germany in the community where the applicant lived. Experience has shown that a thorough check of the document centers in ILLEGIBLE reveals, in the case of most of the scientists, adequate information and evidence to establish the extent of his affiliation with the Nazi Party and to indicate the degree of his contamination with Nazi ILLEGIBLE. In cases in which records are inconclusive or in which it is shown or indicated that the subject was a leader or organizer of Nazi organizations, further investigation has and can be used to establish facts upon which to ILLEGIBLE ILLEGIBLE as to his desirability for entry into the United States. 1 the Department of State and Justice which will ILLEGIBLE ILLEGIBLE ILLEGIBLE are ILLEGIBLE are ILLEGIBLE. ILLEGIBLE ILLEGIBLE in this ILLEGIBLE consider it a most sound and practical view, which ILLEGIBLE ILLEGIBLE ILLEGIBLE ILLEGIBLE to face the situation ILLEGIBLE ILLEGIBLE ILLEGIBLE continue to treat Nazi affiliations as ILLEGIBLE ILLEGIBLE ILLEGIBLE aptly phrased as "ILLEGIBLE a dead Nazi heroes". ILLEGIBLE ILLEGIBLE ILLEGIBLE which delay or prevent action being taken in the ILLEGIBLE of scientists who can further the scientific research and development of the United States, are detriments which should be removed. In light of the situation existing in ILLEGIBLE today, it is ILLEGIBLE ILLEGIBLE the course of events could preclude the possibility of ILLEGIBLE ILLEGIBLE even a part of this immigration program and thereby result in other ILLEGIBLE obtaining information and individuals which would have a ILLEGIBLE ILLEGIBLE and adverse affect on the national security of the United States. ILLEGIBLE, ILLEGIBLE appears that any action which can be taken to ILLEGIBLE ILLEGIBLE ILLEGIBLE completion ILLEGIBLE should be initiated immediately. Because of the fact that this is a matter which directly concerns the national security of the United States, it is requested that you reconsider, as a matter of priority, the requirements ILLEGIBLE forth in your letter of ILLEGIBLE April 1947, with a view toward ILLEGIBLE ILLEGIBLE to the extent, that ILLEGIBLE are ILLEGIBLE with the normal immigration laws and regulations, and ILLEGIBLE ILLEGIBLE ILLEGIBLE establishing the fact, in a minimum of time, whether or not an ILLEGIBLE ILLEGIBLE qualified for admission into the United States. It is further requested that action be taken in this matter as soon as possible in order to permit expeditious implementation of the program for the immigration of German scientists.
