Attachment 17:  This April 17, 1961 letter from Dr. Conard to the
AEC's Deputy General Counsel notes that, according to the District
Administrator of the Marshall Islands District, the letter by
Dr. Dunham to the Rongelap people had not been sent to the people,
and the District Administrator agreed "...not to send the letter to
Rangelap for publication in view of your request that the letter 
be rescinded."
