Stone University Hospital The Medical Center San Francisco, California Dear Dr. Stone: Your letter of May 7, 1947 relative to this classification of Technical Series Volume appears to touch upon two classification matters. Under present policy, sections of the Technical Series Volumes which have been de-classified through the declassification system are, when assembled in complete Technical Series Volumes, "Restricted". This procedure is intended to insure that the Atomic Energy Commission has the opportunity to evaluate the overall affects of the compilation of such quantities of Project information as are requested by the Series Volumes. It is expected that the Commission will take prompt action when the assembled volumes have been presented for scrutiny prior to final release. With reference to your third paragraph dealing with medical experiments on human subjects, this action was taken upon the advice of the Interim Medical Advisory Committee. It is believed that if human beings were the unwitting subjects of experimentation, the release of information concerning such experiments might have an adverse effect upon the position of the Commission. It would be perfectly proper for you to bring this matter before the Interim Medical Advisory Committee for Reconsideration. It would be of assistance to them if you would prepare specific reasons for the release of such material, taking into full account the responsibility of the Atomic Energy Commission in the eyes of the American people and the medical profession on general. 2 Thank you for your continued interest and help in our complex medical problems.
