My dear Doctor Richards: Reference is made to your communication of April 7, 1942, relative to the use of volunteer soldiers for experiments with chemical warfare agents. The proposal for the use of volunteer subjects from the ranks of the U.S. Army for tests with chemical warfare agents which will involve no permanent injury is approved in principle. Since much of the experimental work with gas is done at Edgewood Arsenal, Maryland, the details of any plan to be submitted should be coordinated with the Chief, Chemical Warfare Service and with The Surgeon General.
