Dear Colonel O'Connor: I am enclosing a copy of the report of a committee on the use of radioactive material as a military weapon. For your information we are not approving the recommendations of the committee at this time. Subject to the approval of higher authority we are recommending that a small group of officers be trained on the technical aspects of this phase of possible warfare, attached to American Headquarters in London in order that they can give prompt information of any real or suspected use of this material by the enemy. These officers would do this as an addition rather than as a primary duty.
