Copy ___/____ 17 November 1952 RDB 107/13 MEMORANDUM FOR CHAIRMAN, ARMED FORCES MEDICAL POLICY COUNCIL SUBJECT: Use of Human Volunteers in Experimental Research I am replying for Mr. Whitman to your memorandum of 29 October to the Chairman of the Research and Development Board attaching a policy on "Use of Human Volunteers in Experimental Research". We have referred the matter to several of our committees whose fields of interest would be touched by the policy. The comments from those groups were generally favorable. A few questioned the proposal at first but they tended to favor it on learning of the purpose of the document. It seems to us to be a sensible approach to the problem. We understand you have also discussed the problem further with Dr. Goggeshall, Chairman of our Committee on Medical Sciences. While reluctant, he realizes the probable need for such a policy and he would not oppose it.
