Document 2 Crooker Radiation Laboratory University of California Berkeley, California December 4, 1947 Brig. General James McCormack, Jr. Director, Division of Military Application Atomic Energy Commission Washington, D.C. Dear General McCormack: I have discussed in considerable detail the problems that we went over yesterday with Dean Stafford L. Warren. We both feel that the formation of an advisory group to organize and coordinate the necessary research activities will give the best promise of quick and expert action in attacking the problem of radioactive warfare. We also went into the matter of drawing up a list of civilian scientists who might be best qualified for inclusion into this advisory group. The individuals named below were chosen on the basis for their experience and ability, as well as their geographical distribution with respect to AEC installations and institutions receiving their support: 1. G. Faila, PH.D., Columbia University, New York, N.Y. 2. En. Bale, Ph.D., University of Rochester, Rochester, N.Y. 3. Austin Brues, M.D., University of Chicago, Chicago, Ill. 4. K. Z. Morgan, Ph.D., Clinton Laboratories, Oak Ridge, Tenn. 5. Wright Lanham, Ph.D., Los Alamos, N.M. 6. Simson Cantril, M.D., Swedish Memorial Hospital, Seattle, Wash. (At present consultant at Hanford) 7. H.W. Latimer, Ph.D., University of California, Berekely, Calif. Needless to say it would be very desirable to have Dean Warren serve with this group. However, he points out that his heavy load of obligations, both to the University of California and the AEC, make it impossible for him to devote the time and effort that such an appointment might require. I feel that it might be appropriate to either add to this group one or more members of the Armed Forces concerned with these problems, or have such individuals participate in the meetings in an ex-officio capacity. I trust that these suggestions may be of assistance to you and if there is any further information, either with respect to those listed above or other possible candidates, please let me know. Sincerely yours, Joe. G. Hamilton, M.D.
