Dear Dr. Meiling: As indicated to you in person on March 8 and also last fall, the NEPA Medical Advisory Committee, consisting of the country's most outstanding radiologists and radiobiologists, has recommended that the Armed Services arrange for and conduct unclassified experiments on man which will make possible the accurate prediction of biological effects of known levels of radiation exposure (NEPA Report, 1254--25). In our discussion on March 8 you indicated that your office would go to the heart of the matter if the Committee on Medical Sciences of the Department of Defense Research and Development Board approved human experimentation. It is my understanding that the Joint Panel on Medical Aspects of Atomic Warfare has endorsed the NEPA recommendations and that the Committee on Medical Sciences has the matter under consideration at this time. It is possible that the latter Committee will approve the proposal at its next meeting. I am taking the liberty of enclosing herewith a copy of a paper, "Irradiation of Human Subjects as a Medical Experiment," prepared by Dr. Robert Stone, Professor of Radiology of the University of California and Chairman of the NEPA Subcommittee which drafted the recommendation on human experimentation.
