Approval is granted for the conduct of research investigations utilizing volunteers, in defense against chemical warfare, as outlined in the proposed plan, subject as above, dated 16 September 1953, submitted by the Chief Chemical Officer and reviewed by the Surgeon General, U.S. Army (copy of plan attached). 2. Special care and attention will be given to those portions of the approved investigations which are to be accomplished by contract, to insure that the same basic principles and safeguards applicable to department of the Army laboratories are observed by the contractor.
