SUBJECT: Use of Volunteers in Research

TO: Commanding Officer
Cml C Medical Laboratories
Army Chemical Center, Maryland

1. Reference is made to Memorandum from Secretary of the General
Staff thru Assistant Chief of Staff, G-4, to Chief Chemical
Officer, file CS: 385 (30 Jan 53), subject as above, dated 30
June 1953, one (1) copy forwarded to your headquarters 23 July
1953.

2. The policies and procedures prescribed in the above referenced
memorandum are effective immediately and will govern the use of
volunteers in all present and future experimental research
conducted within your organization.

3. To minimize the time interval between the cessation of
experiments conducted under previous authorization and the
resumption of experiments in accordance with the provisions of
above referenced memorandum, it is desired that you submit to
this Headquarters not later than 7 August 1953 your plans and
necessary request for approval to conduct experiments using human
volunteers.

4. Your request for approval will be prepared and submitted in
strict compliance with the provisions of referenced memorandum.
