Attachment L Draft document from the Chemical Corps Medical Laboratories at the Army Medical Center in Maryland, "Research and Development Procedures: SOC for Procurement and Use of Military Volunteers" (undated, but presumably 1953) DRAFT CHEMICAL CORPS MEDICAL LABORATORIES ARMY CHEMICAL CENTER, MARYLAND ML Memorandum Number 150-3 RESEARCH AND DEVELOPMENT PROCEDURES For Procurement and Use of Military Volunteers 1. Purpose: The purpose of this directive is to establish the procedure to be followed for the procurement and use of military volunteers. 2. Policy: A maximum quota of enlisted personnel subject to call for human investigative purposes will be established for each Division and Branch depending upon priorities and number of volunteers available. 3. Procedure: a. Requisitions processed through Cml C Research and Engineering Command for human volunteers will be based on a requirement of 20 individuals monthly beginning 1 January 1955. b. Requests for volunteers will be forwarded to the Executive Office where the necessary processing will take place. Requests must be submitted at least sixty (60) days prior to the anticipated utilization date. c. Requests for volunteers will be submitted in accordance with Form 1 (atchd as Incl 1). Administrative actions such as billeting, transportation, etc., of subjects will be coordinated by the Executive Office. d. All volunteers will be required to execute the volunteer participation agreement attached as Incl. 2. e. All volunteers will undergo a complete physical examination prior to and following participation in an approved investigation. f. The clinical facility at the Army Chemical Center Dispensary will be utilized in the examination, observation and care of volunteer subjects. 4.
