DISCLAIMER The following is a staff memorandum or other working document prepared for the members of the Advisory Committee on Human Radiation Experiments. It should not be construed as representing the final conclusions of fact or interpretation of the issues. All staff memoranda are subject to revision based on further information and analysis. For conclusions and recommendations of the Advisory Committee, readers are advised to consult the Final Report to be published in 1995. *****DRAFT **FOR DISCUSSION PURPOSES ONLY****** MEMORANDUM TO: Members of the Advisory Committee on Human Radiation Experiments FROM: Subject Inverview Study Subcommittee DATE: September 7, 1994 RE: Status Report of Subcommittee Activities This memorandum reports the status of the Subject Interview Study with respect of study design, agency responses to requests for lists of funding, Office of Management and Budget (OMB) clearance, and proposed work with a subcontractor. Based upon the suggestions of Advisory Committee members as well as communication from some of the agencies, Advisory Committee staff plans to elicit external expert opinions regarding the nature of the subject interview study, potential barriers to its successful competion, and suggestions directed at potential improvements to it. To this end, meetings with radiation and medical oncologists at three major research institutions (Harvard University, The John Hopkins University, and Washington University) are planned for the next few weeks. Subsequent to the last Advisory Committee meeting, agencies (DHHS, DOD, DOE, NASA, VA) were asked formally (8/15/94) to provide ranked research funding lists for FY '93 as well as a ranking over the last five years. To date we have received only the FY '93 list from DHHS, a complete list from DOD, no information from DOE, an incomplete response from NASA (FY '94 data were provided), and an oral report from VA. Accordingly, staff plans to follow-up with agencies to obtain these lists. In accordance with federal law, the Subject Interview Study has been submitted to OMB for clearance under the Paperwork Reduction Act. Advisory Committee staff has pursued the possibility of having a subcontractor work on the Subject Interview Study. Following a serious of discussions, it seems likely that it will be possible to enlist the services of a subcontractor under pre- existing governmental contracts.
