(ILLEGIBLE), Jr. it was brought out that the present wording of the subject memo in paragraph 11 has given rise to some questions of interpretation of the first clause in this paragraph, to wit: "Whereas prisioners incarcerated in penal institutions may and have been used if the required conditions are met". It was decided, therefore, to delete this part of paragraph 11. It was recommended, therefore, that paragraph 11 now read as follows: 11. Prisioners of war will not be used in human experimentation.
