To: The Area Engineer, Berkeley Area, Berkeley, California. 1. With the concurrence of Lt. Col. Meals this office discussed a proposal in a 484 progress report with Drs. Stone and Miller. It was stated that preparations were being made for injection in humans by Dr. Stone and Miller. 2. These doctors state that the injections would probably be made without the knowledge of the patient and that the physicians assumed full responsibility. Such injections were not divergent from the normal experimental method in the hospital and the patient signed no release. A release was held to be invalid. 3. The Medical Division of the District Office has referral "ILLEGIBLE" reports for project 28A to Colonel Cooney for review and approval is withheld pending his opinion. For the District Engineer: T.
