TAB B DRAFT FOR DISCUSSION PURPOSES ONLY MEMORANDUM TO: Members of the Knoxville Small Panel FROM: Advisory Committee Staff DATE: May 19, 1995 RE: Prisoner Experiments with Involvement of Atomic Energy Commission (AEC) facility at Oak Ridge The AEC facility in Oak Ridge, Tennessee (Oak Ridge `National Laboratory) played a minor role in the testicular irradiation experiment conducted by Dr. Carl Heller in the Oregon State Prison between 1960 and 1972. In January, 1972, the Human Studies Committee at Oak Ridge National Laboratory was asked to approve a proposal to analyze testicular biopsy specimens from the irradiated subjects. While some committee members said they thought the "original experiment," which we take to mean the irradiations, "would not be approved by our committee if presented at this time," the committee unanimously agreed to approve the analytical work "in view of the fact that they will simply be getting additional information from procedures that will be done anyway." It appears that the work was done, although we have no documents to support this assumption.. Attached are the minutes from the January 31, 1972 meeting of the Committee on Human Studies at Oak Ridge National Laboratory. The committee reports on the analysis of samples from the testicular irradiation studies carried out in Pacific Northwest prisons under the supervision of Dr. Heller.
